I have followed the Mozilla, Gnome and Fedora marketing efforts for a while
now and honestly they do not have what you define as "leadership", they have
people that put their act where their mouth is. No one expecting this or
that being done. Rather they have community players that understand how a
FLOSS community works, how PR and the media work and coordinate the
different activities to gain attention and generate more attention
to/awareness of their software and thus more users.

More than leadership our team needs:

* To define what the team should be doing (writing press releases or adding
information to the Ubuntu Technical overview or a noob marketing friendly
overview?). We do not have concrete goals/activities.
* After defining the activities to be taken we need accountability and
responsability assumed by individuals (what you seem to call "leaders"). In
other words action!
* Strategic, long terms goals aligned with our short term goals
* Understand that our activities must be aligned with our releases = Adopt
the same cycle that developers have and strive to make our
campaigns/activities surf on the synergy generated elsewhere in our
community and canalize it
