Yes, it is the perception I think. Buy a PC, windows included... Not free, but as a value added (minus?) feature so the unit price can be a bit higher. So while the OS is a paid for product and there is support provided, it does not cost any more than buying the same computer and adding Linux. To the user, it was free. It is often the same with some HW. Buy the audio interface and a DAW comes with it. The DAW is free (and probably demo quality) but the user can still tap the same support as the user who bought the DAW. Now of course some audio interfaces come with Audacity. Different story for sure.
