No, it is not the same. In KDE you can be member of translation team
without access to SVN repository. In Rosetta you are just "an outside
person". And people tend to like to be a part of the team. Maybe you
should have "Translator team" and "Translation approvers team" teams in
Rosetta, or something like that.
