Hm, I don't get that. To me it would not be pointless. Obviously users who are 
using xserver-xorg-hwe-16.04 want (or need) a new graphics stack. So how would 
it be pointless to offer it to them ASAP?

Do you happen to know why it takes four to six months after a Ubuntu release 
until linux-generic-hwe-16.04 and xserver-xorg-hwe-16.04 will be updated?

I mean, 17.04 came out in April and linux-generic-hwe-16.04-edge was updated 
immediately after the 17.04 Kernel freeze, i.e. ASAP.

But for linux-generic-hwe-16.04 and xserver-xorg-hwe-16.04 to be updated, we 
will need to wait until August/September. By that time 17.10 will almost be 
available.

Wouldn't it make more sense to update linux-generic-hwe-16.04 and 
xserver-xorg-hwe-16.04 immediately instead of waiting half a year or so?
