Before you go throwing stuff out, I would check your BIOS settings. Some BIOS have settings for SMART and buffer caching. The buffering controlled by your BIOS may not be set correctly to allow CD burning at the maximum rate. Does the burning software you are using allow you to slow the burn rate down? If so, I would try that first.
Keep in mind that a lot of blank CD's, particularly the cheap bulk ones, are rated at 36 or 48 READ speed, but only 4 write.
