Changing the "default number" works until you have a kernel upgrade. The kernel upgrade script may change your boot options and "default number" will then be different. I think your second solution of moving the windows lines before the comment "### BEGIN AUTOMATIC KERNELS LIST" is the best solution. Anything between "### BEGIN AUTO..." and "### END DEBIAN AUTOMATIC KERNELS LIST" comments are edited by the kernel upgrade script. So have your windows options before this section, with the default you wanted as the first option.
There is another fancy way of using "savedefault" feature. If anyone wants to know, I'll give a brief later.
