This is sad, but I understand you: the original debian maintainer dissolved about one year ago, and the package become outdated. Given that 1) users may not know of the scribus repository, and 2) the scribus repository doesn't include yet packages for precise, I would encourage ubuntu packagers/maintainers to see whether this is a bug in packaging or if instead the scribus package needs to be upgraded to current stable version.
