yes, there are exception, Firefox, chromium, libreoffice, and a some other packages can be updated to new upstream releases even in stable releases. In contrast current version from Scribus repository doesn't suffer of this problem (scribus_1.4.0.dfsg-1 in http://debian.scribus.net/debian/). Given that 1) users may not know of the scribus repository, and 2) the scribus repository doesn't include yet packages for precise, I would encourage ubuntu packagers/maintainers to see whether this is a bug in packaging or if instead the scribus package needs to be upgraded to current stable version.
