I do it more based on usage than anything.  If it is a came I play
constantly then I will seriously consider sleeves (Fury of Dracula, etc.)
Although I do lay Dominion I don't play it enough to warrant the sleeves.

As to brand - for me it is whatever is cheapest at the counter  :)
