I still think the scoring for this part was handled incorrectly:

      "HOWEVER - in the case of the event card last night it DID flip the
      article AHEAD of time so due to this fact those that had voted Nay
      WOULD get the 2 points per delegate on the Nay side."

The article was flipped from federalist to anti-federalist AND all the Yea
votes were moved to the Nay side (and the Nay votes moved to the Yea
side).   So at this point the article was "anti-federalist" and the Nay
votes were "federalist.   When the Nay side won, none of the delegates get 2
points because none of them matched the article position.

Anyway, your reading of the rules seems to shoot down the mistaken idea that
if the Nays win, you flip the article BEFORE scoring.
