Small update since it is of interest here. The location working group got the go ahead from the Eclipse board, along with an LGPL exception (allowing the use of JTS and GeoTools).
It apparently takes a month or so to set up a working group, so we have August as an estimated timeframe. Once the group has a name it will be easier to talk about and promote our involvement.
