can you please elaborate how they handled the license of the JAI
libraries? Those have a very strange license, which in my opinion
would not be compatible with the EPL.

Is there any report that explains how the different packages and libs
were evaluated?

I think it is mandatory to shade a light on this once for all before we move on.
