IMHO Andrea can commit into locationtech_ip to solve LocationTech IP
relevant issues.

@Jody Same with geotools upgrade. I would suggest to accept the pull
request and commit it into master branch. Afterwards we can merge it
into locationtech_ip to have the right geotools jars to review for the CQ
