proxies lists suxx in any list. This is updates too frequently.

Better solution is use router functionality, because of often uses SOCKS
proxies, so, for example, for Cisco ISR-G2 you can use NBAR
functionality to block whole SOCKS protocol and get rid of a headache
about support huge Block lists of anonymous proxy. Anyway, from the
greater part thereof.

However, you should keep in mind that to date does not exist in the
world in general any product or block lists that would solve the problem
of complete blocking of anonymizing proxy or VPN. As you can imagine,
these services do not reveal their addresses and traffic point of landing.

personally just do not believe - their  money is not enough), there is a
time lag between the emergence of new servers and their inclusion in the
