Citizenship is a very sensitive matter. there is no country that can approach this topic on parochial basis. The methods of becoming a citizen of a country should be well laid out and deeply considered. Some of the points that has to be considered are: what are the intentions of the person wanting citizenship? What benefit are given those who become citizens? and many other sensitive questions as in case of a region in continuous turmoil like Uganda.
