What is Maj Kazoora up to?
SIR� I wish to comment on Kashari MP Maj. John Kazoora�s allegations in the local media that security organs use snakes to torture suspects. It is unfortunate that a highly educated, an original member of the NRA and one who represents an important constituency can make such a baseless claim. Kazoora, a senior UPDF officer who has held a high position in ISO, knows currently the modern methods and tools in the investigation of people who want to violate the Constitution, compared to when he was a director of administration and finance in that very security organisation. He can tell Ugandans if he ever budgeted to buy snakes and crocodiles for torture services and who headed the section.
It is true that some Reform Agenda collaborators with people�s Redemption Army (PRA) of Cols Samson Mande and Anthony Kyakabale have been arrested and charged in courts. But on which side of the coin is Kazoora? I call on Ugandans to concentrate on developing those institutions that will ensure we live a culture of constitutionalism.

Wouldn't you say that it is exactly because of Mr. Kazoora's expereience with the various security organs and at senior levels that we should take this matter very seriously?
Nobody is perfect, but if one persists in making a mistake, even after it has been brought to their attention, it ceases to be a mistake and becomes an offense.
I hasten to add that torture is always an offense -- and is prosecutable -- since it is against the law, constitution, regulation, human rights, etc. It is also betrayal of thee trust citizens put in their law enforcement agencies, and therefore turnishes the image of a regime like nothing else can. Only unsavory and predatory regimes can afford to be associated with any form of torture. One hear of such distasteful things in totalitarian governments and dictatorships.
