A while ago I posed a question on DP_Net, something like: what are the core beliefs of DP and what are its policies (a.k.a. manifesto) -- in the sence that when one says s/he is a Republican you can pretty much know they are pro- low-taxes, small govt, guns, anti-welfare (for the poor), anti-abortionist, etc. The silence was deafening!
If one asked what do the Baganda want, the answer is simple: Federo and Ebyaffe (never-mind that many non-Baganda are clueless as to what this is).
If one posed the same question to UPC, their answer is simple: they are-anti-Baganda, though they would beat around the bush and put it in what they percieve to be 'politacally correct' phraseology. Ironically, in Obote I, UPC pretty much crumbled under its own weight. Once they "won" -- by sending Ssekabaka Muteesa I into exile, they quickly found that they had nothing more in common other than their hatred of the Baganda, neither did Obote have vision for the party. Ibingira says this in his book African Upheavals After Independence, but perhaps not so directly, and I think others have said so too elsewhere.
Anyhow, the point is: a simple, direct message appeals to the electorate and can be useful in defining and advancing a party's position.
Simply vying for the presidency is (politically) boring.
Now, what party will step up top the plate at this very opportune point and articulate their position is simple terms that a layman can understand?
Or, should we take it that none exist -- especially since what the minister has said was said by Mu7 not too long ago?
