This is were the US sturborness Manifests it't self time and time again. A simply basic research by a high school pupil would reveal that Cotton ( which is essential in the manufacture of Textile) is grown in Northern and Eastern Uganda... the precise areas which have experience tremendous wars over the past 18 years under Yoweri Museveni's Military dictatorship...and therefore people in this area are in no position to engage in any meaningful cultivation of cotton.
That Policy makers in Washington would even think of "helping" Ugandan Textile industry when they are aware that the money offer would pretty much end up in Yoweri Museveni's NRM bank account , is very unfortunate. Unless of course the money offered is going to the so called "sri-lankan INVESTOR"

Uganda has received a $187,000 (about Shs327 million) grant from the US to develop business links between textile and apparel firms in the two countries.
Through the textile company Tristar Apparels, Uganda is one of the countries that export textiles to the US under the African Growth and Opportunities Act of 2000.
According to a December 16 press release from the US Embassy, the grant builds on AGOA's achievements and will be operated by the Ugandan Investment Authority and the East Africa-American Business Council in Atlanta.
"The project is an important manifestation of [AGOA], which provides access to the US market for 38 sub-Saharan African countries," said the release.

"It has the potential to transform the future of US-Africa trade by promoting increased economic cooperation between the United States and eligible sub-Saharan African countries."
The Uganda grant follows a similar one to Kenya, coordinated by the Office of International Public Service and Outreach.
