To the best of my knowledge the quote was originally from the 1890s at around the same time when Kabaka Mwanga was signing away trade rights to the British East African Company and its origins were in the so-called 'Indian wars'. The original phrase was:  "The only good Indian is a dead Indian." referring to the native Americans.
