Museveni angry over hate email

Security agencies are desperate to trace the author of the hate e-mail that is being circulated about President Museveni and members of the First Family, including Janet Museveni – the President’s wife.
The so-called ‘special report’ on the First Family’s private lives was purportedly written by one ‘Smart Musolin’ of Entebbe.

But both name and address are most likely fake – given the contents of the e-mail and the likely repercussions if the author were to be caught.
According to the Penal Code Act, the author of such e-mail commits libel; defined as “the publication of any defamatory matter concerning another person, with intent to defame that other person”.

Clause 180 (1) of the Penal Code defines defamatory matter as anything likely to injure the reputation of any person by exposing them to hatred, contempt or ridicule, or likely to damage any person in his or her profession or trade by an injury to his or her reputation.
Many recipients of the hate mail have been forwarding it to friends and colleagues – an act also punishable by law, according to the Penal Code Act.
A source close to State House said the President was “extremely angry” when he saw a copy of the e-mail.

Presidential Press Secretary, Onapito Ekomoloit, described the 2,174-word e-mail as a fabrication. “Anyone who has seen [the e-mail] can see that it does not add up. It is a total fabrication,” he told The Weekly Observer.
Security officers are tracing the e-mail backwards to the original senders.
Criminal Investigations Department (CID) Director, Elizabeth Kutesa, however, declined to comment. “I cannot discuss that with you, sir. I cannot discuss investigations in the press,” she said.

Nonetheless, operatives are pleading with friends in media houses and other Internet-connected firms to forward to them the original e-mail as they received it to enable investigators trace the chain backwards.
With modern technology, it is possible to trace an e-mail right back to the computer from which it was sent.

The e-mail also mentions Lt. Gen. Salim Saleh, the President’s brother and jailed Brig. Henry Tumukunde, said to be a marriage relation to Janet Museveni.

It spews hatred and outright malicious allegations, which a State House source says are “all completely untrue”.
According to Onapito, such speculative reports by ‘Musolin’ discredit his e-mail.

Hate mail against the President tends to surface around election time. The first one was in 1996 when Paul Ssemogerere and Muhammad Mayanja Kibirige stood against Museveni.
Back then, the hate-mailers created and circulated what they claimed to be minutes of a meeting of 77 Bahima (Museveni’s sub tribe) supposedly held March 15-16, 1992.

According to the document, the meeting in Museveni’s country home ‘discussed’ the NRM’s strategy for a Hima dynasty to dominate politics and business for at least 50 years.
The document was largely discredited – in part because of its unbelievable contents, but also because even some of the ‘delegates’ listed are not Bahima. In addition, there is no record or evidence of such a meeting ever taking place under the said agenda.

The authors however didn’t give up. They retrieved and re-circulated the dog-eared ‘minutes’ again on the eve of the 2001 presidential elections.
Now just months to the next general elections on March 12, photocopies of the same old ‘minutes’ are back into circulation.
It is perhaps no coincidence that the latest presidential hate-mailer has chosen this moment to spread fresh hate propaganda through cyberspace.
