Uganda: Otafiire Opposes LRA Peace Talks

LOCAL Government Minister Kahinda Otafire on Thursday scoffed at the proposed peace talks between the government and the Lords Resistance Army rebels led by Joseph Kony.
Maj. Gen. Otafiire was officiating at the opening of a workshop on transformation of agriculture in Lira district. Heads of department from 14 districts in northern region attended.
"If we sign an agreement with Kony, would he understand the agreement," Otafiire asked. "Is he negotiating for peace or ceasefire to enable his people trapped in northern Uganda to join him? Once we have a ceasefire, his group in Uganda will
travel to the DR Congo to join him which they can not do at the moment."
The LRA rebels have fought the government since 1986. As aresult, 1.6 million people have been displaced and thousands killed and abducted.
Kony and his three other commanders have been indicted for war crimes by the International Criminal Court (ICC) in The Hague.
Southern Sudan leaders, however, want the ICC to delay the trial of Kony to giveway for peace negotiation.
Southern Sudan Vice President Riek Machar said the ICC should endorse his government peace initiative with the LRA.

The rebels are willing to have peace talks with the government and Southern Sudan is the mediator.
The US Assistant Secretary of State for African Affairs,Ms Jendayi Frazer, last week said in her government supports the peace talks.
Frazer said, "We believe that the priority must be peace and if the Ugandan government can come to agreement with the Lords Resistance Army that has to be the priority."
