Uganda does not fear sanctions because it does not support the DRC M23

KAMPALA - Uganda prepares to refute point by point the recent UN report
accusing it of supporting rebels M23 in eastern Democratic Republic of Congo
(DRC) and is not afraid of any sanctions UN chief said Saturday his
diplomacy AFP.
The Security Council of the UN on Friday expressed his "full support" to UN
experts accusing Rwanda and Uganda to arm the rebel M23 and implicitly
threatened to impose sanctions against senior these two countries.
"We are preparing a formal response to the charges" group of UN experts, "we
will answer word by word and statement by statement," said the Foreign
Minister Henry Okello Oryem acting.
"The threat of sanctions mentioned are only words that impress us not
because the truth will emerge," he said.
He called the accusations of UN sanctions and threats of "manipulation on
the part of individuals to the United Nations (...) trying to derail
regional efforts on the DRC."
Uganda is spearheading the efforts of the leaders of the Great Lakes region
who are trying to establish a "neutral force" responsible for fighting
against various armed groups in eastern DRC, to terminate the chronic
instability in this area.
Asked whether Kampala was still, after these accusations, the moral
authority to lead these efforts, Mr. Oryem replied: "Ask the DRC
government."
In their report, the panel of UN accuses new Kigali - already implicated in
an intermediate document - and for the first time Kampala arming the M23
group composed of former rebels integrated into the DRC 2009 and the
national army mutinied since May.
Okello had previously described the report as "a joke" and set to challenge
the experts "present evidence".
The report also accuses the Rwandan Minister of Defence, General James
Kabarebe de facto control M23. Kigali has repeatedly denied any support M23,
accused the report of "political campaigning".
Saturday sought about threats of UN sanctions, the Rwandan authorities have
not responded to the AFP.
Rwanda was Thursday elected non-permanent member of the Security Council of
the UN, despite these charges and an objection before the vote of the
Kinshasa delegation to the UN, saying that Rwanda was not worthy this seat
because of its "destabilizing role" in its territory.
Friday, Rwandan President Paul Kagame said that the leaked report of UN
experts, which he described as "doubtful", was intended to prevent the
Rwanda to get this up to the Security Council, and questioned the
impartiality of the leader of the group of experts.
