scheme is built to maintain Museveni in power. We have left Uganda kids to
study and we have ended up with a taxi park with blockers with degrees from
Makerere. My God I questioned why we have so many universities in Uganda you
defended it, I questioned why we have free primary education you seconded
it, when will you show us the results sir.

The loan scheme is a great idea. You are right. It is the same scheme that
helped many of us.
Those concerned about unemployment are mistaken. Help the students study
what they want to study and see what they can don. The era of govt
guaranteeing jobs is long gone. We live in the era of globalization. That is
why is sometimes laugh at UAH folks who lament Jinja's demise. It was a
matter of when not if.
As Mr. Pojim suggested the government should outline the amortization
period. 30 years looks reasonable although those who can pay off sooner
would be free to do so.
The scheme does not need bank. The govt of Ugandan-no govt can go broke-will
guarantee the money. It will pay initial interest to the financial
institutions. The risk will remain with the govt of Ugandan although the
banks will give out the money.
Most banks will sign on. Why? Catch potential customers. A bank that refuses
to participate foregoes potential customers.
The suggestions to the govt -hello Ms Aisha Nalule-are the following;
a) Determine whether ALL students irrespective of family income will
benefit.
b) Determine the amount students will qualify for to cover fees,
board/shelter/food/travel and upkeep
c) Determine how payments will be paid out. Better to pay in installments to
avoid waste per semester.
d) No restriction on choice of degree or course of study. The talk about
science vs. arts should be banished
e) Determine the grace period students will enjoy before repayment upon
graduation. For example, for how long will students enjoy interest free
relief?
f) Give extra incentives to kids from very poor families -they should get a
bit more than kids from middle to higher income families.
g) Determine in advance that no students SHALL declare bankruptcy on student
loans and if they do, they wont be discharged from bankruptcy for ten
years. Yes, that would deter free riders. For starters if you declare
bankruptcy you can never hold a credit card or qualify for any credit for
the ten years even if your financial position improves.
i) Set up a students loan board to run the scheme on behalf of the govt,
universities and colleges.
j) Determine duration students will be eligible for funding.
k) Set up a social insurance number system. This is critical to the
programs success or failure.
Now see what a creative and imaginative regime could do? For example, those
doctors/teachers/professionals who qualify and serve in upcountry stations
for say 7 years, could have a huge portion of their student loans paid for
the govt. Similarly those who join police, hmm-or prison on even UPDF
could also get a discount.

Oh Frank, I see, you see "loan" and you automatically see a bank?
These are structures within government education scheme
making it possible for many. Call it a share and distribution of the
national cake where by the state alone does not stand for the
whole.
That is where experts like you come in to design the structure
and method.

Are these loans completely unsecured? Who will guarantee the bank if the
student defaults? The Uganda govt?

I wholeheartedly welcome the student loan scheme.
For one, it will immensely save me some serious shillings. But I think it
would be an act of discrimination if children of supposedly wealthy families
that you listed - lawyers, ministers, generals, etc - are denied the loans.
Now for risk assessment, I would hope that the relevant authorities have
examined all the scenarios to insure the loans, such as amortizing it over a
30-year career lifeline.

Good idea. Now the govt must immediately abolish statehouse scholarships and
government funding at Universities. All students should fund their
education with loans.
Now the big question: should al students be given loans to all qualified or
only to needy students? I mean should children of ministers, generals, NRM
cadres, lawyers, accountants, doctors, business people etc be eligible?
This issue needs to be debated by Ugandan taxpayers.
Also, could students declare bankruptcy upon graduation? If so, how long
should bankruptcy be held against them? Folks, this is extremely important.
What is the philosophy behind the student loan scheme? It is an idea that
is needs to be fully debate because it is an equity issue.
What would the opposition do? Are they for or against the student loan
scheme etc.? Folks, this is the only way to restore equity in higher
education. The show me the money first before admission mentality would
disappear.
Incidentally, the distinction between govt and private students would
disappear. All students would self-finance their education.
How much money has been put into the scheme? Which board will run it etc?

In Uganda's case at 24% base interest rates - students will lose their land
