The Kasubi tombs were made a UNESCO site in 1989.
This was done by some forward looking Baganda who were working
at UNESCO at the time. This was before the coronation of
Kabaka Mutebi in 1990, and the creation of Mengo.
Stay with me here: Mengo has no hand in the UNESCO/Masiro
deal which was done by the Kabaka himself in 1989.
When the tombs were burnt, UNESCO kicked in and
gave money to restore the tombs.
As we speak the restoration work is going on very well - thank you.
The Baganda you ask about UNESCO and Masiro have no clue
because Kasubi is primarily a private burial ground for the Buganda
royal family.
The Baganda do not go about asking for details about other people bijja
so they do not ask about finer details of Kasubi tombs.
But you would not know that now, would you ?

I think I need some education on the current topic of "Return of Kingdoms
Assets". Isn't the parliament of Uganda supposed to legislate and pass a law
on the procedure, formula and manner of return of these assets the way it
was done with Expropriated Properties taken from Asians by Central
Government? Why should the demands be made to the president as though he
holds these properties? The properties are in the hands of central
government on behalf of the people of Uganda so kingdoms should ask the

who form subjects of these kingdoms, is there need to put these properties

3. If every kingdom receives its properties and decides to use them
exclusively what is the fate of those people who are not natives of the
respective kingdoms? Do those MOU's cater for other Ugandans who may be
directly affected by the return of the properties like forest reserves etc?
4. Do we still need central government if the respective kingdoms can cater
for their people? Are we not seeing federalism in a disguised manner? If the
government is willing to return the said properties isn't it better then to
have federalism which may become a better system of governance?
The whole topic leaves my head with a lot of unanswered questions. Looking
forward to answers from especially lawyers on this forum.
