What Is legally owed to Mengo? Look I want you to follow a story in Toronto
of Captain John’s restaurant, this is a restaurant established by some guy
in a huge ship off the waters of Lake Ontario. It had a very good dinning
and I have eaten into it several times. So what this guy did was to get a
huge ship and transformed it into a huge restaurant of a high end class. To
go into it you needed to board. But as any bad business happens, Captain
John’s restaurant fell behind in paying its taxes and hydro bills and water
bills and everything required by the owner to do by the city regulations. We
have lived in this limbo for now 11 years, and this very last week, the city
council tabled a motion to take over the ship, scrap it for it has become an
eye sore on Toronto waters. Why it has taken us 11 years to reach this
point? Because the ship became a very romantic place that many people held
their wedding on it, many tourists out of Europe and United States came and
had good romantic dinners and it created a massive name for Toronto. Well
today we need it bought by any one that can take care of it, or it is
getting blown up in the sky for we need to clean up the water end of the
city and my God it is a huge ship.

 

1966 after the stupidity out of Mengo, after threatening to blow up Ugandans
after going to The British embassy in Kampala and to Gailey and Roberts of
Kampala to ask for guns to kill Ugandans, Mengo insiders brought
intelligence reports that Mengo had actually acquired the weaponry it
needed,  and it is going to blow up Kampala. As any intelligent government,
the army was sent in to save us from the killers. And on seeing Ssabassajja
Mutebi involvement into Luwero war where we died massively, I have no firkin
question that today we are still alive thanks to AMO and sending in Iddi
Amin. After Ssekabaka Mutesa ran out of the country as any coward so called
General crap, Buganda had no arrangement to run its institutions, and I have
explained this on very many times. Uganda government took those properties
to save us from making them an eye sore in the country. Now here is what is
so funny, those institutions remained maintained by Uganda standards,
through Obote and Amin until when the government Ssabassajja Mutebi himself,
brought into power neglected them to what they are today. Let us state the
facts. How can Mengo and Buganda Kingdom become so incompetent then turn
around and claim anything legally? Now that Mengo has its properties, it is
time the minister of finance knocks on Mengo doors with a stupid property
tax bill, the power bill, the water supply bill, the telephone bill, and
maintenance bill for these properties were maintained till Museveni and
Ssabassajja came to power. I would file up a final bill of settlement to
Mengo and if they failed to pay it I would turn around and auction off those
properties to get eh money of their tax payers.  Bobby Musoke you simply
cannot get these properties and simply kuniiguuka nga agiridde mukatale
Ssebo. Some of us Unlike Ssabassajja Mutebi that was in London at a time,
were paying graduated tax in Uganda,  and it was used to maintain your
property sir, or tell me the net value I got out of them.

 

Legally owed, my back side !!!!!  Geez.

The Kasubi tombs were made a UNESCO site in 1989. 


This was done by some forward looking Baganda  who were working 
at UNESCO at the time. This was before the coronation of 
Kabaka Mutebi in 1990, and the creation of Mengo.


Stay with me here:  Mengo has no hand in the UNESCO/Masiro 
deal which was done by the Kabaka himself in 1989.

When the tombs were burnt, UNESCO kicked in and 
gave money to restore the tombs.

As we speak the restoration work is going on very well - thank you.

The Baganda you ask about UNESCO and Masiro have no clue 
because Kasubi is primarily a private burial ground for the Buganda 
royal family. 

The Baganda do not go about asking for details about other people bijja
so they do not ask about finer details of Kasubi tombs.

But you would not know that now, would you ?

Assets". Isn't the parliament of Uganda supposed to legislate and pass a law
on the procedure, formula and manner of return of these assets the way it
was done with Expropriated Properties taken from Asians by Central

who form subjects of these kingdoms, is there need to put these properties

exclusively what is the fate of those people who are not natives of the
respective kingdoms? Do those MOU's cater for other Ugandans who may be
directly affected by the return of the properties like forest reserves etc?

4. Do we still need central government if the respective kingdoms can cater
for their people? Are we not seeing federalism in a disguised manner? If the
government is willing to return the said properties isn't it better then to
have federalism which may become a better system of governance?

The whole topic leaves my head with a lot of unanswered questions. Looking
forward to answers from especially lawyers on this forum.
