KIrunda Farouk I am a very old man in age and that kind of makes my understanding of facts kind of slow. So I ask sincerely for clarification, is there a position of responsibility in the entire Yoweri Museveni government? In other words can anyone serving in Museveni's government be regarded/classified as serving in a position of responsibility? And if the answer to that question is yes, then I need you to opine on the minister responsible for the North a lady I forget a name that fell down broke her leg for she had a jerry can of water on her head from the river. A minister responsible for the North went to a river to fetch water and while carrying water on her head, she fell down and broke and leg. And those of Gooks and Mateks can easily remind the old man the name of the so called minister. Is working in president's office in Uganda qualifying as a position of responsibility sir? Can we qualify Frank Tumwebaze as a man working in apposition of responsibility?
