Let me cut this story short for you, if you are a Ugandan in diaspora so
interested into Uganda issues and elections, go home stand but vote. People
actually vote on matters that directly affect them, tell me how does a vote in
Uganda directly affect you when you are in diaspora? I have a constituency in
Luwero that affect me, do I vote? No for I am not in Luwero but I help
candidates I am told are good. Should we really stand up today and create a
pile of MPs in diaspora? And I will respond this way, when the movement came
power, Dr Muniini Mulera asked them for permission to become a chairman of NRM
in Canada and the secretariat said no the Movement is in power today and if it
is in power you have no reason being abroad to run the branch. And to the
recognition of NRM they actually shut down all NRM branches in diaspora as soon
as they came to power. So let me ask again, why do you actually need an MP in
diaspora? Are you in diaspora for you are antigovernment or because you feel
the government is bad?
If all is well at home to you believing that the MP system is effective and you
need to be represented, hey fly home and support your MP.

I think the discussion should be not about the number but the best way to
engage those in diaspora considering the fact that many will never participate
in the voting process anyways. However we yet have any official means of
holding discussions not directly with the president or his representatives but
with the rest of the population in the presence of their representatives. Ideas
are numerous, possibilities limitless, the experience and bank of knowledge
encrypted in diaspora minds is limitless and I yet have to find one
knowledgeable person that is not ready to share their knowledge with other
Ugandans or participate in any activities that will improve the country.
However up to now ite process is erratic and we dont even know how it all goes
down.
So in my opinion this arrangement obviously needs a go ahead from the president
but its more than just dealing with him, its a path to introducing a new
culture within the body and globalfication of the Parliament.
Obviously 50 MP's is a number from the hat, but hasn't that number fueled this
discussion anyways?

Enlightenment + a Ugandan don't mix, when greed accompanied by self- interest
beckons!!!! It's not of the realisation that "diaspora 50 MPs" will bring about
some added value of democratic presentation, but knowing that this could be a
source of money, from 'Mr Cash Box' Museveni.
And given Museveni's desire for political control, this may seem too good a
chance to miss extending his political corruption hooks beyond the borders of
Uganda. His calculation since taking power, almost 30 years ago,has been to
increase administrative and political spheres/ units, influenced by NRM and
it's state sanctioned corruption. It is no wonder that the number of districts
has quadrupled during his rule, from around 30 to over 110. And in all these he
has planted NRM employees/ operatives, whose salaries payed by the state funds,
to guard his dictatorial interests.
Many people fail to see that the number of 50 MPs suggested to represent the
diaspora, is more than sufficient enough to represent the whole Uganda, (minus
the 375???already in parliament) given the country's current state.
The future "Sabagabo MP" epitomises the disconnect between 'enlightenment and
purposeful positive thinking" for what Uganda needs. The most supposedly
enlightened Ugandans are jumping on the 'Museveni corruption train' waving away
shouting and singing, "cherio, cheerio, Uganda.......'. In that cacophony, the
unmissable clear words are, 'the "father of the nation" is at it, the "mother
of the nation" is at it, the first son is at it, the uncle is at it, the MPs
are au it, the ministers are at it, "everyone" is at it, to hell with
enlightenment, I will be at it'

Every Citizen of Uganda has the constitutional right to vote, so the issue of
where citizens are is not a valid reason for disqualification unless this right
is striped out of the constitution.
The sole purpose of Members of Parliament is to represent the people, and as we
all know each member represents a Constituency and the basic outlines of
demarcating a constituency are clearly laid out in the constitution to mention
a few the geographic distribution of the citizens and the " population quota".
The issue of counties also brings forth another problem I believe because the
diaspora is not described within the boundaries of Uganda so not being a lawyer
I would think that that is an issue that has to be considered too. This however
can handled by all Ugandans in the diaspora registering at the address of their
corresponding embassies. Which also brings forth the most important issue of
"population quota". There is no way to determine how many MP's are needed
without Citizens registering. I am not sure when the last census for Ugandans
in the diaspora was held so any numbers that any one puts forth are at the
least just estimates and I doubt if the EC will use those numbers to demarcate
constituencies.
At least people are talking, that is always good.
By the way do we finally have an organization that is ready to challenge the
validity of UNAA to represent the Diaspora? And who gave who the right to
represent the diaspora anyways? That in itself is an inherent problem that has
to be overcome before anything substantial is done.

all contributing to
the national cake. I have served as an elected
barangay (village) captain in the
Philippines for 2 years but on
condition that I spend at least 2 months
in the country. Are these
Diasporan MPs willing to do this? My
advice to the Diaporans is to
join politics in their countries of
residence and if elected as MPs,
then to use that position to influence
giovernment policies in favour
of his country of origin. For god's
sake would you want bigots and
neanderthalls like Edward Mulindwa
elected as diasporan MPs because
the nightmare scenario could well happen.
To give you an example, the
notorious hate mongering bigot has been
"elected" as the UAH Forum
Contributor of the Year three years
running. That tells you the type
of people who will be "elected"
diaporan MPs.
