I discussed changing Uganda from unitary to federal for more than 10 years
straight. When you define me as a man with cheap reasoning on the subject, I
better start with 15 straight questions. That is how comfortable I am about
this illusion. And now that Ssekajja has decided to walk the path of being
abusive, I am less one to respond to. Look some of us lived to see the end
side of Mwami Kibuuka who was a more federalist than these so jokers, and you
think I can take being belittled by Ssekaja?
No you respect me in a forum I do likewise, and with time I am going to respond
to Akim Odong’s response to the questions for he has remained civil so far.

Sometimes people do not respond due several reasons. I give some suggestions
that might help:
1.You better ask one question at a time so that someone can respond
exhaustively, because if you ask ten questions, one is forced to give very
short answers which fall below our level.
2. It is a good practice for one to give his/her view about the question for
others to respond as that would form a dialogue enabling the questioner and the
respondent to share and build on
the discussion.

Federalism is not being discussed as a solution to Uganda, it is discussed to
remain alive and to create a chair to the table of those discussing Uganda
politics. The danger some of us saw in Moshi meeting, it created a lesson that
everyone can sit on a table to discuss political issues thus ending up in
powerful places, for look at the combination of those that sat in Moshi, we had
thieves we had politicians, we had straight murderers and we had some rapists
too. All those got accepted for they said only one word, Iddi Amin is a bad
leader. There is a hope that as Uganda disintegrates after Museveni, there is
going to be a point of a Moshi style sitting in Uganda or near Uganda, this
time is used to make so much noise so that everyone gets a qualification to
that table, thus The Federalists. There is no way any one can discuss
federalism without responding to straight questions, I left ten of them they
have not been answered and they will never be responded to, for they attack the
problem straight on. Bla Bla Bla Bla Bla on and on it continues.
When you ask them too much they become abusive and name calling.

You should encourage your students to attempt the questions, there is more to
gain from participating than trying to get the right answer! Guide them
otherwise they will shy away and that is bad for their self-esteem.
Back to the issue of research or critical reading of what is being discussed in
order to understand and find your position,we cannot emphasize that enough.
We sometimes get responses which seem to have been prepared in advance and
hurriedly pasted on seeing a similar topic because you find the response
completely addressing the "cousin of what is being discussed," not the real
topic.
While it is good to respond to many postings as one's time and understanding
can allow, I think one needs time to understand what is under discussion and
respond to the best of one's knowledge of understanding and defend it later
should there be a challenge, and if one erred, it is good and professional
accept the correction so that we improve as it is not possible to be correct
all the time in general topics.

We have to come to learn one thing about you. You don't shy away from topics,
even when they are out of your "league". It does not matter if your
contribution will adds nothing of substance, you will at least try to convolute
the subject, Add value to a discussion, rather than thinking just jumping in
and making stale statements.
Of course we may not have federalism for next 100 or even 1000 years (to please
you!!!), but at what cost??? Well, I can tell the cost, - stagnation, political
chaos, backwardness, bad government, corruption, and tribal conflict. The
majority of Ugandans will live in chronic poverty, including your own Nubi/
Lugbara people.
What are your suggestions on how we move the country forward? Try and
think!!!!!! As you enjoy freedoms in Canada, a federal state, the Nubi/ Lugbara
in West Nile want the same freedoms.
I suggested that you all read about how federalism functions in Canada,
Switzerland, and how the European Union works. Don't forget to read Gregory
Fossedal's Direct Democracy in Switzerland. Please don't just jump in!!!!!!'
You remind me of some of my students, who always felt they had to answer a
question, even if they had no clue what the answer should be!!!!!!! Add value
or just read what others are contributing. I think people like Ocen and Dr
Kayondo are adding value to this discussion, albeit meeting better value from
the federalists.
I believe strongly unlike you, Mr Mulindwa, that I will see Uganda federalise
in my life time. More voices are joining us in a quest of a lasting solution
for peace!!!

Do you realize how Akim Odong runs from factual postings? The one where I told
him we were to turn barrackses into learning centers but export guns out of
Uganda, that never arrived on his screen. It is strange how these friends want
to tie the country into violence, thank God they will never make it, for I do
not see a UPC government back in power as I do not see Uganda becoming a
Federal state in the next 100 years.
