the good fruits of federalism and he is refusing to support it for Uganda? Rita

only misleading but false. At the minute, there are baganda in every village of 
the north doing business. Selling from mandanzi to rolex to make ups and 
manicure. If your statement was true, they would not be crisscrossing this God 
forsaken land day in but night.

The rest of Ugandans have potential but they are being denied the opportunity 
to mine and monetise these potentials, the very reason why we are crying out 
for federalsim to be left to do what will make us rich and rich enough to bail

Yes it is true that Federalism is not about Buganda but Uganda but it is as 
well true that you are more likely to sell a product to the wrong people. And 
here is the question, you stated way back that a high percentage of Baganda 
prefer Uganda to be a federal state than a unitary, have you taken a second to 
wonder if the Baganda you are talking about are actually feudalists than 
federalists? Akim Odong, when you sit and visualize in the numbers of Baganda 
you have preaching to,  for turning Uganda to federalism, are they actually 
feudalists? And that is the very danger in the sermon you are preaching. And 
here is a very good example, Federal system is built by so many entities, an 
equalization fund is a fundamental factor you simply cannot ignore. Have you 
ever stood up and told Baganda that come Uganda become a federal state, their 
finance minister is going to be a very busy man cutting cheques from their 
taxes to build the rest of the country? Most of our money in this country comes 
from Alberta, do Baganda actually know that under your plan, Buganda is going 
to become the Alberta of Uganda? And that is why I wonder why you have a 
problem discussing these very minor details when they are of a value to the 
entire process. Understand your base and build it, but it is criminally wrong 
to hold information of vital importance from those you need to support your 
agenda. Fellow Ugandans throw out this federalism faster than when you will 
throw out Mbabazi.

I will attempt to answer some of your questions and i hope it will go to 
convince you that the system works.

provinces, do you see Acholi writing a check every month to Buganda or vice

Yes; there is more than possibility that Acholi will be writing cheques to 
sustain Buganda, why i say this is because economics, like the weather does 
change. Jinja used to be the engine or the manufacturing base of Uganda but it 
has now jiggers to show for it. I will not go into the reason why , but the 
fact still remain that it has gone down in the rankings. Similarly, Luwero your 
home town used to survive because of it's proximity to Bombo barracks and the 
buses that plied the northern route but now, Luwero has grown so much 
economically and could easily write a cheque to far flung regions like Rakai. 
Equally, time will come when Acholi will be the economic hub of Uganda because 
the potential is there. So that is blind fear.

 

 

9} How will you Federate again Acholi with West Nile people they forced into a 
massacre as Ombacci?

 

Rapprochement between the two tribes took place donkey years ago and business 
is thriving between the two tribes. I send my staff with Arua boys to Pakwack 
without flinching that it is the wrong old guys ferrying it. So quit that but 
bury that fear.

 

 

7} Federalism is the crown of democracy, Canada used that system after they 
were respecting laws, Ontarians were not decapitating Nova Scotians, and if you 
killed anyone the law was at your door. Your using Federalism as a democratic

get two or three federal states in Buganda due to its size?

Mulindwa; from time immemorial, Buganda has been divided in many forms. Along 
clan, Szaza, counties, district demarcations to mention but a few. I have 
stated a trillion times here that UFA is going to let the people decide on the 
model of federalism and this includes sizes, division, population etc. The one 
thing that i would recommend is that, Kampala will remain an independent state, 
so that it remains the administration capital. I know there will be objections 
but there political compromise can always be reached. 

 

 

3} If we are abandon unitary for Uganda is too big to be lead from Kampala 
isn’t Buganda also too big to be lead from Mengo?

 The political structure will be headed by the political leader and Mengo by 
the Kabaka; all with distinct roles. And it will not be the first in the world.

We have to come to learn one thing about you. You don't shy away from topics, 
even when they are out of your "league". It does not matter if  your 
contribution will adds nothing of substance, you will at least try to convolute 
the subject, Add value to a discussion, rather than thinking just jumping in 
and making stale statements.

 

Of course we may not have federalism for next 100 or even 1000 years (to please 
you!!!), but at what cost??? Well, I can tell the cost, - stagnation, political 
chaos, backwardness, bad government, corruption, and tribal conflict. The 
majority of Ugandans will live in chronic poverty, including your own Nubi/ 
Lugbara people. 

 

What are your suggestions on how we move the country forward? Try and 
think!!!!!! As you enjoy freedoms in Canada, a federal state, the Nubi/ Lugbara 
in West Nile want the same freedoms.

 

I suggested that you all read about how federalism functions in Canada, 
Switzerland, and how the European Union works. Don't forget to read Gregory 
Fossedal's Direct Democracy in Switzerland. Please don't just jump in!!!!!!'

 

You remind me of some of my students, who always felt they had to answer a 
question, even if they had no clue what the answer should be!!!!!!! Add value 
or just read what others are contributing. I think people like Ocen and Dr 
Kayondo are adding value to this discussion, albeit meeting better value from 
the federalists.

 

I believe strongly unlike you, Mr Mulindwa, that I will see Uganda federalise 
in my life time. More voices are joining us in a quest of a lasting solution
