I think a Maven repository upload is necessary if the jars that will be 
uploaded have public APIs.
In that case users will have dependencies in their own code to these jars. In 
case of annotator
components the users don't have code dependencies to these jars so an upload is 
not necessary from
my point of view.

I'm not sure about UIMA-AS. If users integrate UIMA-AS in their application, 
will they have code
dependencies to some UIMA-AS jars?
