There are huge issues with even that, but on a technical point, this is a bit like that except that the phone number can, and does, change on a regular basis, and there are thousands of them. You are asking the telco to check what people get when the call numbers and add them to a like. On top of which, the numbers blocked may, tomorrow, be something not illegal yet still be blocked. You are also asking for a whole system to be in place to allow this to be applied to anything you don't want people calling (legal or not).
