To be honest, BT WMBC is pretty good most of the time. We do have to keep on top of them as they will occasionally have some congestion at a BRAS or Exchange level, but they are not bad at sorting that these days. The main thing is that congestion is usually treated as a fault and not business as usual. This means we can provide services where the bottleneck is simply the line speed of the DSL/FTTC itself. Be (via fluidata) are pretty good but when they had some congestion at an exchange level it was much harder to get them to accept it was a fault.
