Time to peer with the bigger ISPs might be higher than you expect. Some might not want to peer at all; it will depend. Certainly don't under-estimate it... :)

 b) Why not connect directly to exchange(s) in London, if you're there?

Be prepared to look at partial transit (i.e. UK peering routes) from a transit provider, if your bursts come before your direct peering sessions have been arranged (many are lurking on-list, I'm sure).
