I am not sure what you mean by that. It is a Standards Track document with a status of Proposed Standard. The IETF rarely gets the tuits to move stuff from Proposed Standard to Standard but that doesn't mean protocols documented in them aren't de-facto standard. That said, there's requirement to implement RFC 3021, as far as I'm aware. It's your network, so feel free to use /30s if that makes things better for you and your customers.
