I've never used queue to rate-limit download.Line has been upgraded both
ways because with 10 parallel downloads, I can max out line to 960Mbit.

1Gb leased line in different location from different carrier and I
do not have such problem with bandwidth speed. I am really
surprised as I just did an upgrade from 500Mbit to 1Gb.

This could also be caused by the device you are using unable to
process the speeds - have you tried a back to back iperf test
directly between two devices before putting them over the leased
