I am not planning soon to"preregister an unpublished work" to protect against "pre-release infringement", so it seems that I am not eligible to comment. I could also easily download and install Internet Explorer 5.2.3 (>= 5.1) for Mac OS X, so I would not "experience difficulties".

This was my claim that I was not a person directly affected by the Internet Explorer requirement for preregistration. "Soon" would mean before the Copyright Office adds support for other browsers. I think that my ability to reboot into Mac OS disqualifies me from having difficulties with IE. I was not describing my opinion about Microsoft-only government services.

I assumed incorrectly that only such persons could comment. I reread the page (http://www.copyright.gov/fedreg/2005/70fr44878.html) and noticed that anyone can comment. It is too late to comment now, but I might consider some other options.
