Well, two ways: 

1) using a video card with a s-video out, "display to tv" on that video
card, and use the tv-in on the laptop to read/display the signal.

2) similar to (1) but if the video card doesn't have s-video out,
buy a scan converter for ~$80.

As for which kind of tv-in card, I would suspect any of them.  I have a
"Cinergy Hybrid T USB XS" which comes with an antenae and remote and
all kinds of good things.  Used it when I was in Germany for 6 weeks
without a tv; just swapped in my laptop :-)
