Well since you ask! I was able to get this to work using a patched version of mkdosfs, and by moving to FAT32. For in-house purposes we can now install completely over HTTPS. In fact we're scheduled to deploy a really nasty-complex application of ours to a site in India, from our sever in Oregon, using a (heavily) modified version of unattended.
I'll dig up that patch and post it as soon as I get a second. The other posted it to the binutils mailing list in an attempt to get Redhat's attention.
