Its probably not needed for everyone (its the .NET programming environment, usually for visual studio and visual studio compiled programs, so yes, its basically like the java sdk, (more than just the runtime environment). Its kind of like firefox though - a lot of people do use it (as far as I can tell), and it would be nice if the package was maintained (in cvs), and that people who do need it could just call it themselves. I'll put together a proper one (with all languages) if you want. Of course, there's always http://ubertechnique.com/unattended/Scripts anyway.
