These are *English* translitterations. In the *Russian*
translitteration SHCH is a digraph, the other characters you mention are
single letters (C, S, Z, with hacek).

Germans transliterate a single cyrillic letter with TSCH, shouldn't 
Unicode have also this tetragraph encoded?  (ducking...)
