Let's not spend valuable time searching Webster or Black's Law Dictionary for 
the meanings of "public" and "private."  Unicode employs a very specific 
definition for the purpose of discussing "private-use characters," namely 
that any character used in the Unicode framework, but not explicitly defined 
by the Unicode standard, is considered "private."
