Laura, I know for a fact that the Farsi keyboard (actually not an IME) shipped on Windows has a few issues (for example, on Windows XP, the Farsi keyboard includes 06af but not 0643). I'm not sure what the story was for Windows 2000. Your best bet for these kind of Windows international questions is to take a look at the Global Development website (http://www.microsoft.com/globaldev), and if you still can't find the answer you need there, to send mail to mailto:[EMAIL PROTECTED] . Dr. International has a soft spot for Farsi, so I'm sure they will have the complete story.

My guess is that the IME isn't mapping the keyboard input to Unicode correctly. One of the characters (kaf) is also available for the Arabic IME and it works fine when using that keyboard but not when you use the Farsi keyboard.
