Briefly, the two new issues are:

Proposal: Resolve an ambiguity with regard to handling of reph and
ya-phalaa in Bengali implementation by using ZWNJ between Ra and Halant
(Virama).

Issue #10 Interlinear Annotation Characters
Proposal: Change the General Category for the Interlinear Annotation
Characters from Cf to Po (Punctuation Other), and thereby change the status
to not be Default_Ignorable_Code_Points.
