If a character is used EXCLUSIVELY for the purpose of
expressing a currency, it is a currency symbol.  If not,
it is not a currency symbol.  U+5186 is a han character
which have the meaning of the Yen currency as well as its
original meaning "round".  It can be used in a sentence that
has nothing to do with money.  So it is not a currency symbol.
