If I believe wikipedia (http://en.wikipedia.org/wiki/%C9%91), it is also used in Fe'fe', a Southern Bantoid language spoken in Cameroon by 123,700 persons (in 1982). That’s why there’s also a capital Ɑ. So, Times New Roman Italic, whose a and ɑ are identical, is not a good font for that language.
