This is especially true as other standards refer to the way the quotes are encoded now. For instance, the new German keyboard standard DIN 2137:2012 (to be published in June) allows to enter the quotation marks directly (for users who do not want to be dependent of the automatisms in Microsoft Word etc.). This standard in turn is based on the international keyboard standard ISO/IEC 9995-3:2010, which also refers to the quotation marks as they are encoded in Unicode (i.e. ISO/IEC 10646). - Karl
