They're in use with known semantics and interactions. They're no
longer necessarily connected to that complex writing system, any more
then we had to encode Arabic at the same time we encoded Arabic

That may very well be the rationale for the Finnish decision.

Now, the real question is, will we get a proposal for these so that matter can come before SC2?
