I intended NO RATING to mean N/A, hence I left out ‘+’ between ‘*’ and ‘ ’ and thus made a 9-level system. You’re right, though, that one could reasonably expect a 10 or 11-level system (1 to 10, 0 to 9 or 0 to 10), too, but the nomenclature with comparatives and superlatives didn’t afford that.
