Regarding wincap, I can say that wincap was made freely available by microsoft, who probably had a blurb somewhere saying, "feel free to use this example code", but in typical ambiguous corporate fashion left their default copyright statement in place in each file.
I'll see if I can find the blurb, which should tell us whether we are OK or not. If I can't find the blurb, then we should remove wincap from Unicon. It is providing .bmp file reading and writing; perhaps we can find some explicitly open source code that we can use for that purpose. Or, just write our own; .bmp format is not very complicated.
