fxposix.ri should probably have minimal #ifdef's, and that means some of
the code there should move to rposix.r.

rposix.r could probably be split into portable and nonportable function sets,
and the nonportable functions broken out into separate .ri files containing
functions for UNIX, Windows, etc. following the model of the graphics files.

I don't believe autoconf will remove our need for organization or our need
for #ifdef's -- it will mainly help reduce the size of the config/unix/
subdirectories and the detection and configuration of many optional features
for which #ifdefs are used.

As an aside, I wonder whether we should make a separate mailing list for
discussing the implementation, or whether the unicon-group members are
happy to be hearing all the details.
